Welcome to the Borough of Bath Monthly Treasurer’s Reports webpage!
This webpage contains the monthly Treasurer’s Report given to Borough Council each month prior to their regular public meeting. Council then reviews the report and authorizes to ratify the payment of monthly bills.
The Borough holds between $4 and $5 million in cash assets and liabilities. For a summary of funds, please see the annual Borough Budget. Roughly two-thirds of the Borough’s cash management is within eight major funds (adding in the MS4 and Tax Account) as follows: General, Municipal Solid Waste, Municipal Separate Storm Sewer System (MS4), Highway Aid, Capital Improvement, Fire Protection, Tax Account, and Operating Reserve.
The Borough’s debt position as of December 31, 2023, stands at $385,000 in one General Obligation note.
The Treasurer’s Report contains 6 sections of greatest importance to Borough Council. Each section contains a title page with an explanation of the section. Section 1 provides the General Fund Profit & Loss Forecast versus Actual. Section 2 provides the General Fund Profit & Loss Budgeted versus Actual. Section 3 provides the Municipal Solid Waste Fund Profit & Loss Forecast versus Actual. Section 4 provides the Municipal Solid Waste Fund Profit & Loss Budgeted versus Actual. Section 5 provides a full list of the monthly bills. Finally, Section 6 provides the account reconciliation summary and detail page of the eight major funds.
The standardization and public facing of Treasurer’s Reports became Borough practice as of May 2023. By the end of 2023, the Borough created the MS4 Fund. This new fund will carry into 2024. The Borough has also added the Tax Account, which is a holding fund for property tax revenue that is used to primarily support the General Fund.
