Borough Council policies are generally passed as Resolutions of Council. Resolutions are policy positions without the full weight that a local law or ordinance has. Resolutions do not carry violation or penalties like an ordinance does. Resolutions may be passed by Council to handle a wide variety of Borough operations and may be amended from time-to-time. These policies are provided to guide Council or sub-committees of Council in the course of their duties. These policies may have cross-over application to Borough employees.
In addition to Resolutions, Borough Council may also pass internal, or administrative policies. Internal or organizational policies (i.e. Administrative, Human Resources, Public Works, or Parking Enforcement) are often drafted by the Borough Manager, in coordination with staff, and Borough Council’s Personnel, Finance, and Administration Committee before Borough Council reviews and ultimately decides to adopt an internal policy. These policies are geared to guide employees during the course of carrying out their day-to-day duties. The Borough has 40 different internal policies.
Resolution and/or internal administrative policies are not required to be publicly advertised. However, Resolutions and/or internal policies are passed by Borough Council in lawful public session during an open meeting. Resolutions and/or internal policies will be listed, if any, on the monthly Council meeting agenda.
