Borough Manager
The Borough Manager is responsible to the Citizens of Bath, Mayor, Borough Council, and five full-time employees, three part-time employees and seasonal personnel as required. The Office of Borough Manager also includes the title of Borough Secretary and Treasurer.
The manager oversees an annual General Fund Budget of approximately $1.5 million. The Manager also oversees the Borough’s Liquid Fuels Tax Highway Aid Fund, Municipal Solid Waste and Recycling Fund, Capital Improvement Fund, Fire Protection Fund, Developers Escrow Fund and a Non-Developers Escrow Fund. Total cash management of approximately $4.3 million.
The Borough Manager is responsible for approximately $3.5 million in combined Borough property–buildings and contents; roughly $275,000 in public works equipment and tools; with an estimated $455,000 in Borough fleet vehicles. The Borough Manager is responsible for a conservative total of $4.2 million in physical Borough assets. The Bath Borough Manager oversees nearly $9 million in cash and physical assets.
The Manager’s Office carries out the day-to-day operations, ensures compliance with applicable State law, the Borough Code of Ordinances, prepares council meeting agendas, and implements policies directives established by Bath Council. The Manager takes part in the development of human resource policies and to ensure compliance.
The Borough Manager is responsible for the Public Works Department and Bath Parking & Code Enforcement Department. As Secretary, the manager is responsible for the historical record of Council meetings through meeting minutes. In addition, the Secretary ensures Borough Ordinances and Resolutions are carried out by Council, properly recorded, and archived as prescribed by state law. As Treasurer, the manager prepares revenue estimates, expenditure data, writes and manages grants, and develops budget requests to council annually.
In conjunction with the office duties, the Borough Manager actively serves as the Assistant Code/Zoning Enforcement Officer, Parking Enforcement Officer/Manager, Flood Plain Administrator, Secretary to the Bath Planning Commission, and Employee Pension Administrator. The Borough Manager is present for all Standing and Special Borough Committees to include the Personnel Finance and Administration Committee; Public Safety Committee; Public Works and Facilities Committee; The Health, Sanitation, and Water Authority Committee; Economic Development Committee along with other community outreach and quality of life committees.
The Borough Manager has a tremendous amount of responsibility. The manager is surrounded by an incredible workforce that makes the difficult day-to-day challenges easy to handle.
Your Current Manager
On May 11, 2015, the Bath Council appointed Bradford T. Flynn to be the next Borough Manager.

Brad was born and raised in Delaware County, Pennsylvania, just west of Philadelphia. He graduated from Springfield High School in 2000. As a teenager, he began his career in public service volunteering as a member of the Springfield Fire Company (Station 44).
In 2001, Brad served in the United States Air Force as a Security Forces member. Brad spent four years at Minot Air Force Base, North Dakota. He also served in Kuwait during the second Gulf War where he and fellow squad members received the Air Force Achievement Medal for accomplishing 25 success convoy missions of personnel and equipment across the Kuwaiti theatre.
In 2006, Brad was hired as a police officer with the Johnson City Police Department, Johnson City, Tennessee. Brad served the community as a police officer for nine years. In 2013, Brad also worked part-time at the Washington County Emergency Communications District as dispatcher/telecommunications operator.
While working, Brad enrolled in the Veterans Administration Upward Bound educational program. This program enabled Brad to work on his undergraduate studies at East Tennessee State University (ETSU). In 2012, Brad received his bachelor’s degree in interdisciplinary studies with a minor in Criminal Justice and a concentration in Organizational Leadership from ETSU. In 2014, he earned a Master of Public Administration with a concentration of Non-profit Administration from ETSU. In 2015, he earned graduate certificates in Urban Planning and Economic Development also from ETSU.
Brad enjoys time spent in the Adirondacks of New York; including hiking, swimming, snowshoeing, and kayaking with family. Brad has a wife, Sarah, with two wonderful stepchildren, Lena and Nico.
History of the Office
The Office of Borough Manager for the Borough of Bath was established under Ordinance No. 1984-372, adopted by Borough Council June 4, 1984. The first Borough Manager to serve the position was Paul A. Kahler. Here is the list of Borough Manager’s through the years:

Current Memorandum of Understanding
The Memorandum of Understanding (MOU) is an employment agreement between the Borough of Bath and its Borough Manager that outlines the terms and conditions of the Manager’s employment. The document defines the Manager’s role and responsibilities, compensation, benefits, and expectations while serving the Borough, as well as the procedures related to resignation or termination of employment.
The MOU also establishes the length of the agreement, clarifies that the position remains “at-will” under Pennsylvania law, and details items such as salary, health benefits, vacation time, and severance provisions. Overall, the purpose of this agreement is to provide transparency and mutual understanding between the Borough and the Manager regarding employment terms, while ensuring continuity of leadership and accountability to Borough Council and the public.
