On March 27, 2026, Ms. Trista Gutekunst filed an appeal to the Office of Open Records (OOR) following the Borough’s denial of her Right-to-Know (RTK) Request (#05.2026).
The Borough’s denial was based, in part, on the request not being submitted on the Borough’s required Standard Right-to-Know Request Form, as outlined in its adopted policy. The Borough made multiple attempts to inform Ms. Gutekunst of this requirement and provided guidance on how to properly submit the request. However, the request was not resubmitted in compliance with the policy.
On March 31, 2026, the OOR determined that the Borough was authorized to deny the request due to the requestor’s failure to follow established submission procedures.
