Welcome to the Borough of Bath year-in-review webpage! Highlights from the Public Works Department, Parking & Code Enforcement, Front Office and Financial Administration.

FRONT OFFICE – CITIZENS SERVICES

The Borough partnered with OpenGov, a cloud-based, citizens services platform that enables a self-service interface for completing such tasks as filing a zoning/building permit application, business license, complete a park rental, and tracking Borough’s Rental Licensing and Inspection program. The cloud-based system also tracks the Borough’s Parking & Code Enforcement, citizen complaints, and Public Works activities.

PUBLIC WORKS DEPARTMENT

The report below provides Public Works man-hour data from January 1, 2023, through December 31, 2023. In 2023, the Department operated with 3 full-time and 1 part-time personnel.

Maintenance and Operational work (storm sewers and drainage work, right-of-way clearances, winter maintenance, park & recreational, shop maintenance, sign repair/replacement, or equipment repairs) accounted for 61% of the overall Public Works man-hours. Capital Improvement Projects related to street repaving work accounted for 22% of the total man hours. While Public Works Program work (line painting, festival preparation, leaf collection, and street sweeping work) account for 17% of all public works man-hours.

The most public works man-hours, as broken down by classification, were spent conducting street/base repairs at 22.29% of the departments overall time (this doesn’t include an additional 7.40% of general street maintenance/crack sealing work). Nearly 30% of the Bath’s Public Works Department man-hours were spent repairing/replacing Borough streets. Followed by park and recreation maintenance at 13.37%.

PARKING ENFORCEMENT ACTIVITY

In 2023, the Borough was operating with 2 part-time Code & Parking Enforcement Officers. During the spring of 2023, the Borough operated with 1 Code & Parking Enforcement Officer that could be supplemented with the Borough’s Barry Isett vendor Code Official and the Borough Manager.

QUALITY OF LIFE PROGRAM

The Borough’s Quality of Life (QOL) program is managed with 2 part-time code officials. During 2023, the Borough’s code officials issued a high number of warning cards as part of a public education campaign with understanding the Borough’s QOL program.

The Borough is primarily interested in compliance with local codes. There are times where written and verbal warnings are not addressed. This results in an enforcement action. QOL tickets are much like parking tickets. Under the QOL program, fines start small, and will increase depending on how many violations have been cited for the same offense.

CODE & ZONING ENFORCEMENT ACTIVITY

Overall Code & Zoning enforcement matters are handled by the Borough’s private contractor, Barry Isett. Barry Isett assigns the Borough one individual that is Building Code Certified, who is also authorized to enforce general code and zoning matters.
