MS4 – DEP BUREAU OF CLEAN WATER: QUINQUENNIAL INSPECTION REPORTS

On this webpage, you will find the quinquennial Municipal Separate Storm Sewer System (MS4) Inspection Reports. These reports document a periodic compliance inspection of the Bath MS4 program conducted by the Pennsylvania Department of Environmental Protection, which is directly overseen by the Federal Environmental Protection Agency. These inspections typically occur every five (5) years by DEPs Bureau of Clean Water and are intended to evaluate how the municipality is managing stormwater to protect local waterways. The review assesses the Borough’s policies, infrastructure, maintenance practices, and public programs designed to reduce pollution in stormwater runoff.

Inspectors will evaluate items such as storm drain mapping, outfall inspections, construction and post-construction stormwater controls, public education efforts, and municipal operations. The goal of the inspection is to confirm that the Borough’s stormwater management program is functioning effectively, complying with state permit requirements, and continuing to protect streams, such as the East Branch of the Monocacy Creek from pollutants carried by stormwater runoff.
