Welcome to the Borough of Bath year-in-review webpage! Highlights from the Front Office/Financial Administration, Public Works Department, and Parking & Code Enforcement.

FRONT OFFICE – CITIZEN SERVICES

The Borough partnered with OpenGov, a cloud-based citizens services platform that enables a self-service interface for completing such tasks as filing a zoning/building permit application, business license, park rentals, and the system tracks residential rental licensing and inspection program. The cloud-based system also tracks the Borough’s Parking & Code Enforcement, citizen complaints, and Public Works activities.

In 2024, the Borough’s online platform handled $27,805.08 more payments than in 2023, a 53% increase. Jumping from about $52,000 in payments from 2023 to nearly $80,000 payments in 2024. The increase in financial transactions could be related to Bath customers using the online platform instead of making a trip to the Borough Office. The program is working as designed. Making citizens services and permitting much easier than in past years. Also, in 2024, Bath’s online platform recorded its first online parking ticket payment.

PUBLIC WORKS DEPARTMENT

The report below provides the Public Works man-hour data from January 1, 2024, through December 31, 2024. In 2024, the Department operated with 3 full-time personnel.

Similarly in 2023, 2024 saw the most public works man-hours spent in Maintenance and Operations, which accounted for 64% of all man-hours. Maintenance and Operations in 2024 was up by 3% from 2023. Capital Improvement Projects account for 9% of the overall man-hours, down 13% from 2023. Public Works Program work accounted for 27% of the overall man-hours (line painting, festival preparation, leaf collection, and street sweeping work). Program work in 2024 was up 5% from 2023.

When considering the breakdown by task classification, Park Maintenance was the highest; 1,060.5-man hours or 19% of the Public Works time. Park Maintenance was up from 2023 by 5.6%. The Public Works Morning Inspections was the second highest; 555-man hours or about 10% of the Public Works time. Street/Base Repair work was at 9% (or 511 man-hours) down significantly from 2023 by 21%.

PARKING ENFORCEMENT ACTIVITY

In 2024, the Borough operated with 1 part-time Code & Parking Enforcement Officer. The part-time Code Official is supplemented with the Borough Manager and Barry Isett as may be needed. The report below is the 2024 Parking Enforcement Activity Year-in-Review.

QUALITY OF LIFE PROGRAM

The Borough’s Quality of Life (QOL) program is managed with 1 in-house part-time code official as well as a private vendor, Barry Isett. There was an uptick in QOL tickets issued during 2024 with a large portion of those tickets issued for high grass and weeds.

QOL tickets are much like parking tickets. Under the QOL program, fines start small and will increase depending on how many violations have been cited for the same offense within a 12-month period.

CODE & ZONING ENFORCEMENT ACTIVITY

Overall Code & Zoning enforcement matters are handled by the Borough’s private contractor, Barry Isett. Bath is staffed with one building code official from Barry Isett working Tuesday through Thursday. This individual is authorized to enforce general code and zoning matters, in addition to providing zoning application review and carrying out the Borough’s Rental Registration, Licensing, and Inspection program.
